Starting a flower business is different than starting a florist business because the florist business deals with all different aspects of flower design; everyday flowers, wedding flower arrangements, funeral flower arrangements, parties and events.

I consider a flower business to a business which concentrates in one "Flower Niche".  It can be just a plant (rental) only business, or just orchids business, or focus only on parties and weddings.
